It's hardly worth sugarcoating: Canada is lagging.
The data doesn't tell a fib. Ten years ago, Canada's GDP per person was equivalent to America's. Now fast forward to present day, and the United States has a staggering 39% larger GDP per capita than Canada. There is no hint of a rebound in business investment.
There is no easy solution. Canada is in its current pickle because of years of poor policies enacted by successive governments, which frequently compounded one another and served competing agendas. It will be a huge job to begin unravelling them.
